Unapproved Council Meeting Minutes
Sept. 10, 2009
At
7:00 PM Mayor Perry Piper called the meeting to order with council members
Larry Setter, Tom Dillingham, Cliff Hund, Effa Winkler and Tim Snowden
present. Also present were City Superintendent Terry McDaniel, Connie
Havenstein, Josh Huff and Keith Murphy.
Mayor
Piper opened the meeting with those wanting to speak with the City Council.
Connie Havenstein asked about the drainage tube, which had been removed for
ditch work, and that will be re-installed at property located at 301 Main.
McDaniels reported that the old tube was not worthy of being used again.
The city will replace the damaged tube with a 16 foot one it already has
from the alley behind that property. Josh Huff attended the meeting to keep
informed about the progress of the Retention Dam located on his property.
Keith Murphy shared with the City Council several of his concerns. Murphy
commented on the debris and brush located on the vacant property owned by
Dawn Bowlig on Market Street. Murphy also asked what can the City do about
all the feral cats about town, and lastly, reported about the continued
speeding vehicles on Market Street and the lack of success with the county
sheriff. Mayor Piper stated that he would speak with the Wabaunsee Co.
Sheriff Dept. about this concern. Mayor Piper asked the City Clerk to send a
non-compliance letter to the property owner in question, and suggested live
trapping of feral cats to remove them from the city.
The
City Clerk reported to the City Council the outcome of Municipal Court. City
Attorney Norbert Marek has set a trial date for Tina and David Lannan to
hold court with Judge Carter being held on Oct. 8th at 5:00 PM at
City Hall. Trial has also been set as well for Mike Newton being held on
that same date. An active Bench Warrant has been issued for Joe Torneden
since Aug. 14, 2009, with no success. A summons will now be
issued. Norbert Marek has asked that two Council members be present at
trial. Effa Winkler and Tom Dillingham have volunteered to attend on behalf
of the City Council.
The
minutes of the previous meeting held on Aug. 13, 2009 were read and
approved. Bills were passed for review. Larry Setter made a motion to pay
the bills as presented. Seconded by Tom Dillingham, motion carried by all
voting yes. City Superintendent McDaniel gave his monthly maintenance
report.
Water: Will flush fire hydrants this month.
Gas: A meter was hit at 304 Agnes. Owner was backing out and broke the
regulator off. Owner has been billed as well as the property owner Randy
Hupe. Earl Finley from E.V. Cathodic Protection Services came out
and serviced the regulator station. A fitting needs to be made up for the
Regulation Station and installed for future testing. The annual Gas
Pipeline Safety Seminar is Oct. 27 – 29th in Salina.
Sewer: The ponds are being sprayed.
Park: Concrete has been poured and dirt work is starting. Chips will be
hauled in the last Friday of September. We have until Oct. 31 to complete
this project at the park.
Streets: The ditch on the west side of Wheeler St. is finished and
has been seeded. Tube has been installed leading to the alley and head walls
need to be installed. City needs to order Cold Patch to fix roadbed areas
along Wheeler and the corner of 2nd St. Would like to purchase a
Concrete Vibrator for use on head walls being installed during ditch work.
Harbor Freight has them for $100.00.
Ret. Dam:
There will be a “Special Meeting” Oct. 8th 2009, open to the
public to hear about the financial costs of the Retention Dam project.
Misc: Need to speak with Connie Havenstein about installation of head walls
for the tube being re-installed at property located at 301 Main St.
Effa
Winkler made a motion for Terry McDaniel to attend the Gas Seminar in
Salina. Seconded by Tim Snowden, motion carried with all voting yes. Tim
Snowden made a motion for the City to purchase a Concrete Vibrator. Seconded
by Cliff Hund, motion carried with all voting yes. The City Council
discussed property concerns, and asked the City Clerk to send a letter to
Darren Dillingham for an un-tagged vehicle at his property.
At
8:30 PM, Tim Snowden made a motion to adjourn the meeting. Seconded by Larry
Setter, motion carried with all voting yes.
